Statement

Local journalism plays a vital role in sustaining democratic life, yet many communities are experiencing the decline of reliable local news, often described as the rise of “news deserts.” While citizen-participatory journalism allows residents to contribute local knowledge and report community issues, its democratic potential is often constrained by traditional newsroom hierarchies that preserve journalists’ editorial authority. This study examines the value tensions that emerge between citizens and professional journalists in participatory journalism and explores how these tensions might be addressed through design. Using a participatory design approach with citizens and journalists involved in local news production, we identify contrasting priorities—such as citizens’ emphasis on lived experience and community relevance and journalists’ focus on verification, objectivity, and editorial responsibility. Based on these insights, we propose a citizen–AI participatory journalism model in which AI supports citizens in producing structured news content while journalists provide ethical oversight through a collaborative review process. By positioning AI as a mediator that facilitates value negotiation rather than as an autonomous news producer, this work outlines a sociotechnical model to strengthen community news resilience and democratize local information production.

지역 저널리즘은 민주적 사회를 유지하는 데 중요한 역할을 하지만, 많은 지역사회에서 신뢰할 수 있는 지역 뉴스가 감소하는 현상, 이른바 뉴스 사막이 확산되고 있습니다. 시민참여 저널리즘은 주민들이 지역 지식과 공동체 이슈를 보도하는 데 참여할 수 있게 하지만, 그 민주적 잠재력은 언론인의 편집 권한을 유지하는 전통적 뉴스룸 구조에 의해 종종 제한됩니다. 본 연구는 참여적 저널리즘에서 시민과 전문 언론인 사이에 나타나는 가치적 긴장을 분석하고, 이러한 긴장이 디자인을 통해 어떻게 조정될 수 있는지를 탐색합니다. 지역 뉴스 생산에 참여하는 시민과 언론인을 대상으로 한 참여적 디자인 연구를 통해, 시민이 중시하는 생활경험과 지역적 관련성, 그리고 언론인이 중시하는 검증, 객관성, 편집 책임과 같은 서로 다른 우선 가치들을 확인했습니다. 이러한 통찰을 바탕으로, 시민이 하이퍼로컬 규모의 지역 소식을 구조화된 뉴스 콘텐츠로 생산하도록 AI가 지원하고 언론인이 협력적 검토 과정을 통해 윤리적 감독을 수행하는 새로운 형태의 지역 저널리즘 참여 모델을 제안합니다. AI를 자율적 뉴스 생산자가 아니라 가치 협상을 촉진하는 매개자로 위치시키면서, 본 연구는 지역 뉴스 생태계의 회복력을 강화하고 지역 정보 생산을 민주화하기 위한 사회기술적 모델을 제시합니다.
